EDIT 12/15: As of a few minutes ago, I finally got it to boot correctly. I only changed three things, everything else is the same. * I opened the Oculus Desktop app and went to Settings>General>OpenXR Runtime and made Oculus the default runtime again. * I right clicked Help Wanted 2 in my Library, went to Properties, and under "Launch Options
The Oculus was brand new when it released at the time, so it may have caused the port delay. My guess is it won't be on Quest 2 on release but I really hope it is.
